Community Promotion Screen should now properly handle soldiers with fewer than 7 ranks (Issue #74 / h4ilst0rm).

Fixed the bug that caused the "required perk arrow" not show up between perks located on the last two columns of soldiers' ability trees (Issue #74 / h4ilst0rm).
