Included changes to startech's plans so AI will have enough energy for terraforming when they want to terraform. Also some changes that prevent AI from getting stuck in lategame when their production is larger than the old plan was aiming to have.

NHunter agreed to change his weights a bit, this update prepares the mod for the ESC change.

Also added some small change regarding NSC2+ESC compatibility.
