In light of 3.0.3 operation cost changes, cost changes from this mod have been removed.
Most steal tech nerfs have been undone, however steal tech now only steals 60% progress.

All opinion modifiers from espionage are now stackable. With enough money and effort you can make everyone in the galaxy despise everyone else!

Energy costs and upkeeps for operations have been slightly standardized, difference is most noticeable with less impactful operations like Gather Intel or Diplomatic Incident.

Sabotage starbase should now destroy an extra module/building when possible, with a 1 year cooldown.
