[B41] Expanded Helicopter Events

UPDATE:

- Replaced old UH-1 based models with newer UH-60's by cytt0rak
- SRU-21 vest from cytt0rak's Fighter Pilot Mod has been added
- Fixed old issues regarding vests and helmets.
- Fixed water crashes for helicopters and supply drops
- Retired clothing such as the Press Helmet, Survivalist Helmet, and Press Vest as they currently have no real purpose
- Crashes are now rarer
- Fog impact is lower
- Shortened hover durations
- Added Military Cargo Helicopter (Chinook model is still in the works)
- Added Military Reconnaissance Helicopter
- Added Hostile Raider Helicopter
- Raider events later in the game (passive and aggressive) are now much more destructive yet manageable

NOTES:

- MP will still require a lot of attention and a rewrite to function better in multiplayer
- Looping sounds are still on the to-do (restarting/reconnecting clears the issue)
- Upgrades to models are ongoing
- Secondary patch may come later this week

UPDATE:

- Disabled formations for now to mitigate weirdness that we dont have time for
- Completely detached FEMA Aid Drops from the Military preset into its own setting
- Rotor blades should no longer be a cohesive unit and will appear around crashes in separate pieces
- Samaritan planes now have a temporary icon
- More sound alternation so that events are not as repetitive sound wise.
- Segregated some lines for police events (more substantial update for this later)
- 41.66 patch for clothing disappearing after the update
- ClothingItemExtra errors should be patched over now
- Pilot survival vests are now containers
- Updated news clothing so its less dark

Expect bugs to remain as this is the last update until we decide to come back

- Muted debug message for markers because everyone seems to play in debug and believe its an actual issue
- Decreased target duration on aggressive raiders
- Added new music for aggressive raiders + gunshot variation

- Fix issues with raider's IDs mismatching.
- Fix with presets trying to load non-existent presetID.
- Set default Sandbox Frequency to Uncommon again.
- Sight related traits fix (anyone reporting markers as unreliable this is probably why).
- Endgame events now start at day 45 rather than 60. (This is if duration length is default, days scale based on duration set in sandbox.)
