- Civil Wars pull countries out of federations. They rejoin upon conclusion of their war.

- Changed how fleets for Civil Wars work. The rebels will now commandeer some of your fleet. The size will be dependent on how far over your admin cap you are.

- No more rebelling just based on traits alone (except corrupt). I will think of a way to work in events for them.

- Changed Planetary Rebellions so they can only happen after 5 months of 25 or less stability.

- None of the wars are total wars anymore. Both attack and defender are now allowed to surrender.
