- Fixed oversight that prevented Elitist and Pluralists factions from ECC from rebelling.

- Xenophobic faction leaders that rebel have a 50/50 chance of being fanatic purifiers. Doesn't really matter for the mother country, but could make the galaxy more dangerous for others.

- Planetary Rebellions now take all unoccupied neighboring systems.

3.2 Changelog

- Useful Heirs Integration: Disinherited Heirs now have a chance to start a Civil War. They may start a Civil War relatively quickly, bide their time, or flee entirely. More on fleeing below.

- The above effect also applies when changing governments away from Imperial (or any other heir-based government).

- There are possibilities for what happens to a treasonous leader who is defeated after a Civil War. They may die, be captured, or flee.

- There are a few options for captured leaders, with banishment being one. This gives them the ability to flee, as outlined below.

- Fleeing leaders can be granted asylum by foreign nations. They will then become leaders for that nation. Those nations then gain a casus belli on the mother nation to install the traitorous leader as the ruler. The mother nation also gets a casus belli to retrieve the traitor.

- Governors have a chance to take multiple sectors with them in their rebellion.

- Governors being unassigned will no longer prevent them from starting a Civil War.

- Scientists and Generals now also have a chance to take over a sector or multiple sectors in their Civil Wars.

- The time for Heirs to spawn has been increased. It may now take a few years for an Heir to spawn. This has the effect of making Succession Conflicts more likely. See Succession Conflict description here.

- "Devolved States" changed to "Autonomous States."

- Autonomous States now give 15% tribute, up from 5%.

- Autonomous States with more than one planet are more likely to declare independence wars than normal subjects.

- Admiral Rebellions now get a colony ship.

- Fixed a bug where rebel sectors in succession conflicts would often get overwritten, creating a country, destroying it, then creating another one on top. Not a big gameplay factor, but was pretty weird if encountered.

- Civil Wars also have a 10% chance to occur per year if an empire controls at least 60% of the galaxy.

- Added other language localizations. They're in English, but at least they're there.

- Added support for the other Ethics and Civics overhauls

- Tons of code condensing
