Fix :

- Add the Juggernaut tech (at the start of the game), so you can actually edit the ship class.

Would this cause a balance issue ?
Not much more than before, you still need a Citadel and build a Colossal Assembly Yards to make more. Also, it make sense.

- Balance pass (secret obviously), all I can say, it's even better than before :D

- The empty events bug caused by the 3.0 update

- Reduced the speed penalty on the ship (that was way too brutal).

- Add the missing lines for the energy deposit to the others languages than english.
