  • Mass relay activation tech will now appear at tier 1 instead of tier 4
  • Salarian Union authority changed to Oligarchic (was democratic)
  • Migrant Fleet will now trade 100 element zero (instead of 10) for 5000 credits
  • Less border gore (AI is far less likely to build an outpost in a far away system containing a mass relay)

Fixes:
  • Cerberus and Collector empires will now colonize correctly
  • Players will now get all techs at the end of the Mars dig site event
  • Citadel dig site should now always appear
  • Can now make claims on Geth Consensus
  • Minor localisation fixes
