#Corruption and estate

Use public properties (crown land) to represent political corruption which largely impact the autonomy. Reduce interactions cooldown to make interaction more useful. Improve estate bonus as to reduce the autonomy changes and increase the existence of estates.

Rebel related mechanism are under developing.

#Professionalism

Recruit general no longer provide professionalism. Largely improve professionalism(from-45% to +50% disciple) and drill effect(50%discipline) in order to make drill a worthwhile action.

#Autonomy
autonomy now has a natural decay rate which make it a more dynamic variable.

Economy:
1. Loan Penalties: Introduce loan penalties in order to ban the loan mechanic. Use National Bank in Economy ideas group to enable it.

2. The Capital State: Capital state is where you have the most control so you can always relays on it.

3. Prosper State: Maintain prosperity in a state will reward a lot which means having several untouchable core state is better than have many devastate state.

Terrain:
1. Higher Attrition Cap: Increased the attrition cap for terrain types such as glacier, forest, mountain and so on.

Province modifiers:
1. Devastation: Devastation is more influential now. This change is corresponding to the economy part.
