Important note: from now on, the following empires require specific DLCs (only for Spawns Enabled!!)

Silvermoon Heirocracy: Astral Planes
Serene Kingdom of Senalata: Galactic Paragons + Utopia
Aenari Circle: Humanoids Species Pack

Why: We noticed multiple copies of the same empire showing up in some games. This hopefully should solve it.
