Add renegotiate contract decision

- by default, a vassal may only modify their feudal contract once in a lifetime
- this decision is now available to immortals every 15 years to reset that flag and allow further modification
- also adjust the immortality trait to explicitly allow 9999 years of fertility
- this does not impact marriage considerations--the AI will consider a 100 year old immortal woman to be
infertile even though she is not
- fixing this would require altering the marriage interaction, so is unlikely to happen in the scope of this mod
