Updated to 1.13.
The update didn't really change anything related to syntax of technology, building, or troops so it should've worked despite the yellow warning mark (tested on local machine), all I did was changing the recommended version from 1.9.* to 1.13.*, if there's any bugs let me know.

Added partial Simplified Chinese localisation.

Updated to 1.9

Paradox didn't seem to change anything about the specific province or starting cultural tech changed by this mod thus it shouldn't require any update to work (not that this is a complicated mod to begin with).

Added the siege weapon stationed bonus to the jade mine added by this mod.

Moved "Jade Mine of Khotan" to the barony of Bugaiwilik:
In vanilla game Khotan is a holy site for Zhengyi Taoist. If the mine is in the Barony of Khotan then it will block the construction of the temple for the holy site, so it is now moved to the Barony of Bugaiwilik, which is on the right of Barony of Khotan, in the centre of the County of Khotan.
Also make the game more balance because now the player will have to build a temple elsewhere in the county, then a castle in Bugaiwilik to gain access to the mine, which is quite an investment.

Add "Jade Mine of Khotan" to the county of Khotan:
Jade holds very good value to Han Chinese (and that is still true now, start your own jade trading company today bois!) and Khotan is a famous source of jade to the Chinese dynasties back then. Currently jade mines have the same stats as gold mines, since I heard they are very valuable and sometimes even more expensive than gold.

Removed "Horseshoe" innovation from the 867 starting date:
The earliest reference for iron horseshoe in China seems to be around 938.

Added "Mangonels" innovation into the 867 starting date:
Traction trebuchet (aka. Mangonels) seems to have already been a common siege weapon by Han dynasty(202 BC–220 AD).

Added "Communal Government", "Manorialism" and "Chronicle Writing" into the 867 starting date:
Took advice from @袁銀, Tang local noble and gently class had significant power in their regions. Chronicle Writing should have already existed because the "Records of the Grand Historian" by Sima Qian, a chronicle history document, was finished around 94 BC. Manorialism is just an assumption and I haven't found solid proof yet.

Replaced "Advanced Chu-ko-nu" with "Shen-pi-nu":
I didn't find any documents about Chu-ko-nu being improved, and had to remove that.
Shen-pi-nu is just a better crossbowmen with superior terrain bonuses on most terrain (except wetland where it has terrible penalties).
