4th update:
-Temporarily removed reinforcements for player-owned merc fleets.
-Standardized vanguard and merc fleet sizes.
-Rewrote a lot of events to be easier to change and manage in the future.
-Added in the basic quests each bulwark can perform. These include: Survey the Galaxy, Develop Logistics Station/Knowledge Vault, and War of Development.
-Fixed bugs in regular reinforcement event.
-Added all the variants of each basic ship type a Bulwark can have.
-Fixed repairs not repairing very much.
-Added thrusters to Bulwark ships.
-Bulwark ships shouldn't be able to be created by players attempting to reinforce a mercenary fleet anymore.
-Bulwark Habitats have been buffed significantly.
-Mercenary fleets readjust aggression and bombardment stance upon returning to their owners.

3.5th update:
-Fixed only being able to commission 10 stations.
-Changed how stations are spawned slightly, but no functional changes.

3rd update:
-Bulwarks can be commissioned to create up to 30 low power military stations. Sadly, location isn't something you can pick, so they will be semi-randomly distributed.
-Bulwarks will now deny a service if you have another faction's mercenary fleet or purchased said service from another faction recently. (Recently means half the time it takes for the faction you purchased the service in question from to be able to perform said service again.)
-Bulwark ships and stations now will regenerate 25% of their health over 5 days upon creation. This includes commissions.
-Bulwarks will no longer always purchase repairs if they have the funds, but rather will only purchase them if they can afford it and there's a ship that's not in combat, not being repaired already, and is actually damaged.
-Fixed certain events, like the fleet contract extensions, not boosting the Bulwark's budget they originate from.
-All bulwark budget increases have been standardized to (price/10)/2.

2nd Update:
-Bulwark factions can now reinforce their fleets, even their merc fleets while it's rented out, as long as they can afford it.
-Bulwark factions can now initiate repairs for ships not in combat and are damage as long as they can afford it. Doesn't apply to rented-out mercs.

1st update:
-Fixed localisation text for bulwark discovery event.
-Attacking any of the factions immediately kills any of the merc fleets and trainers you own.
-Attempted to fix a bug.
-Killing a bulwark massively boosts the budget of the remaining countries (considering giving them a modifier too), the unnatural deaths (ex: betraying a faction) for the mercenary fleets boosts their respective faction's budget somewhat, and the unnatural deaths of a trainer group boosts all of the factions' budget very slightly.
