- Forbid AI to build scholars and plague doctor again till I find how to make the AI use them correctly

- AI cities now have a boost for avoiding death from the plague depending the difficulty. 10% increase per difficulty level. (default difficulty is 30%)
- Remove an exploit for infinite faith and culture from the flagellant

- Science bonus for studying the plague set to 60 + currentEra *35.
- Add a small 10% of increasing the plague occurance and death with the Brothel building for people using that mod.
