Fixed some bugs with spawn tables, changed IDs again to avoid conflicts, from 12xxx to 14xxx

- Fixed blueprint bugs with Upgraded Coalition Socks, Military Socks and Prison Socks
- Fixed an oversight, which prevented all current country socks not being obtainable through regular gameplay, spawn tables have been adjusted to allow for all possible socks to spawn
- Stopped a war between Canada and Kuwait, both socks can now be worn with no issue
- Reduced the Garter Belt's spawn chance from a 2.8% chance to a 1.4% chance
