V 2.3.1.3 ”Cardolan” Update Hotfix 4
Compatible with Game Version 1.34.5
This Hotfix should fix Lions of the North Crashing, but it is not fully tested and I cannot promise it will work. Consider TURNING OFF LIONS OF THE NORTH, if you are experiencing crashes.

Additions:
- Added a Negative province modifier for owning an Orc province as Free People of Middle Earth and vice versa
- Added Beornings Racial Modifier to relevant countries
Changes:
- Changed Ai personalities based on race, Orcs will have a higher chance of being militaristic while elves are more inclined to diplomacy.
- Lowered the development of Forodwaith
- Very slightly lowered the development of Gondor and Rohan
- Changed “Volcano” terrain type to have increased development cost
- Rebalanced Racial Modifiers
- Added extra diplomatic upkeep bonus for Mordor Government reform
- Renamed Mordor Government Reform
- Added a truce between Mordor, Rohan and Gondor when Mordor spawns
- Added a small amount of starter buildings for Mordor when they spawn
- Made Spiders of Mirkwood become vassal of Mordor when they spawn
- Added a large amount of starting money and stability bonus for Mordor when the spawn
- When Mordor spawns two armies will spawn along, almost filling to forcelimit
- Changed some of Mordor’s missions from needed to be directly owned, to owned by Mordor or Vassal

Fixes:
- Fixed Dúnedain of Arnor mission, The Green Way building condition.
- Fixed Dúnedain of Arnor mission, Southern Hoarwell requiring the correct mission.
- Fixed “Gap” in UI between Great Projects and province UI
- Should have fixed Fellowship of the Ring moving on the map, while also increasing chance of their success
- Should have fixed the event for if or when The Company of Thorin Dies
- Removed diplomatic action: Knowledge Sharing
- Fixed Bug where there was no siege bonus for bringing more artillery
- Fixed the map placement of the province Carenost

- For the Dúnedain of Arnor mission, Secure the River, I added a opinion modifier for Carandor and a subjugation casus belli

- Fixed a couple of Dúnedain of Arnor Missions, which demanded owning provinces in Cardolan. Now changed to owning provinces unless owned by allies
- Fixed a couple of Dúnedain of Arnor missions meant to cede provinces to you
- Fixed Hobbit Religion modifier to hostile core creation cost
- Fixed which provinces required for the Dúnedain of Arnor mission, Southern Hoarwell
