Added SLEX_get_custom_parameter(_advanced)_4096 for larger range. Please use it only if you need it as every occurrence in the code adds 16MB RAM usage.

Added _decimal and _percentile suffiix to get_custom_parameter.
This means modders can now get decimal value (0.1 or 0.01 resolution).
