Update uploaded. Changes:
1) Fixed the text error with pdnMessageUpgradableCapital_desc
2) No more unemployment message from unemployed specialists.
3) The messages for "armies/buildings/ships constructed" were removed by Paradox in patch 2.6. I added them back.

In the future I might expand on these messages, and let them say specifically what type of army or building has been constructed.
