(2.16.0.0) Mods that are newer than the Steam cache (manually updated from GitHub and so forth) will no longer appear as outdated

For this functionality to detect newer versions correctly, the mod_info.yaml version field must be kept up to date and must follow semantic versioning. Mods which use an invalid version will still appear outdated as normal.

Add Portuguese translation from VHCM.
