Updated for A World Betrayed patch 1.5.0.

Since patch 1.5.0 they reduced the replenishment penalty, I had to reduce this mods effect by half otherwise it would be too strong.

Updated to be compatible with other mods. I made a mistake in the earlier version which has now been fixed.
