New feature: Works with solar panels rotated in any direction!

Fixed all the outstanding problems due to Stationeers updates changing how things work several times since I last played:
* Solar panels use degrees instead of a percentage for vertical angle
* Daylight sensors now make horizontal and vertical angles available simultaneously, and face-up sensors no longer need to have horizontal angle flipped
* Integrated Circuits now have batch read/write commands built in, so no external logic chips are required for that (this also allowed adding the above new feature, because the batch commands can address devices by name!)

Fixed an old bug that caused panels with ports facing north or south to require the opposite direction entered in their configuration setting in order to track correctly.​

Updated 11/1/2019 to remove reliance on daylight sensor "Activated" parameter for night mode. That sensor parameter relies on receiving direct sunlight and will be fooled by shadows. Solar angles are always available, and vertical angle is now used to determine if the sun is below the horizon instead. This will ensure that night parking isn't engaged early or disengaged late when building in mountainous terrain.​

The "missing daylight sensor" check went missing, lol. It's been found and sent home for a warm meal.​
