Item Changes:

1) Black Ice Shard nerfed. Damage buff is now 10%. Armor pen is now 20%.

2) Prismatic Shard change: Additional speed debuff of -5.

Ability Changes:

1) Dragon's Breath no longer pierces stealth.

Balance update to Arcanist:

Decurse now behaves differently. This is to make it slightly less niche.

Rank 1 = Cure debuffs
Rank 2 = Rank 1+ Cure bleed/blight
Rank 3 = Rank 2 + Cure stun
Rank 4 = Rank 3 + Cure Tag
Rank 5 = Rank 4 + Affects all allies.

Arcane Knowledge's crit multiplier acts differently. The base crit and crit scalings have been adjusted to provide a smoother performance across levels.

Instead of scaling by 10% each level, from 60% to 100%, Arcanist now scales from 80% to 100% (5% per level).

Dragon's Breath has higher crit across all levels. The attempt is to make it a more comparable option to Frostfire Bolt.
