Changed officer and Bodyguard setup sightly, more delay in setup activation to give players the time to join and have their custom setup activated

OFFICER HUNTERS IS BACK ! added virtual Arsenal, New Helicopters, improved setup for Officer and Bodyguard, changed the respawn system, everything is fixed and finally back, enjoy : )
