Mongrel and Clownsteady should now be fully implemented. Killing the leaders and the trade of a town (the traders to be exact), will drive the populace away. Thes eare towns that I have spent the most time in, this is why I implemented them first. I will add other towns once I visit them in my game, so as to avoid the Flats Lagoon debaucle.

Added hostility requirements for takeovers. In order to take the bigger cities, you need to be enemies with the main faction holding that city.
