Changed the spawn rate of Halflanders so they are far more sparse in the game world, they no longer spawn in the UC faction but do now spawn in various factions like the Shinobi Thieves or Mongrel.

Given Halflanders a chance to spawn in United Cities, Tech Hunters, Nomads, Caannibal Hunters, Rebel Swordsmen and Mongrel Squads. (Low chances all around.)

Although rare, they do tend to gravitate towards danger.

Took the greenlander race, copied the scorchlander stats and face options and away we go.
