Moved Chest and Disabled one of the arrows as certain files are no longer in skyrim thus it will no longer work

Made the spells on arrows not as insanely and unessecairily destructive to, well, everything. Lowered damage but they are all still very op. Also repaired an issue with one of the items not appearing upon fire.

Updated some of the arrows to work with modern skyrim updates.
Added a new chest inside breezehome for easier access and safer from updates removing it
