Added the option to toggle Monarch Point purchase decisions. The prices vary according to your difficulty setting.

-Added a medium difficulty version, in which prices range from 300 ducats to 400 000 ducats per purchase.
-Added 2 new funding paths- lowered global unrest (20 levels) & lowered subject liberty desire (30 levels), to every difficulty.
-Made some minor localisation changes.

Fixed the hard difficulty bug where a few different decisions gave the same modifiers.
