-Fixed the bug that Monolith will give out artifacts every month.
-since the command that just adds administrative does not work anymore, have changed into multiplication of them, halving the amount. ex) +10 administration -> +0.05% administration.

Because of the error on the new version that makes the game unplayable, I am reverting the mod's version to the former one, which will work although it is outdated. Will re-update as soon as error is solved.

-Modified <Alien Influence> mod into <Monolith Influenced>.
The effects are the same, but a building 'Monolith' and it's upgrades will be available on the home planet. The Building can't be removed and can't be constructed. This civic will replace research center given at the start of the game, and replace it with a single 'Monolith' building. This 'Monolith' will give you many bonuses and is basically a buffed up research center. Also, it will provide the owner with minor artifacts every ten years. The amount will be increase as the monolith upgrades. Monolith upgrades are tied to the technology upgrades. This may not appear in the technology screen now, and will fix that soon.
