Bugfixes and Improvements update


-Fixed all reported bugs
-Turned all fake shops into real ones
-Made some kitchen props removable
-Enhanced soundscapes so all interiors are quiet
-Fixed window frames being solid throughout
-Added more rooms to Town Hall
-Added night lights (targetname = 1 just like Rockford)
-Raised water level of river
-Added Canada Post mail box replacements for Canada version
-Added RCMP signs to Police station for Canada version
-Improved framerate in main town
-Improved tree sway
