Removed Vampire Feeding on children (for now) to remove conflict with Dawnguard

Racial power Pacify now affects children
Werewolf killcams work on children
Children can be cannibalized, fed on by vampires or werewolves
Children can become dead thralls
People react to a dead child as they would a dead person
Soul Siphon now does not work on children
