Added a delay to the gene assignment. Genes are assigned 1 day after birth rather than on birth. This gives the game time to do whatever crap it has to.

Lowered the frequency of congenital defects by about 25%

Another update!

Added inherit_chance = 1 for all traits. This is necessary in order to generate random starting traits!
Increased random chances of all traits since Paradox seems to have increased vanillas.
