Changed midgame awakening strength threshold 83333 -> 90000
Time to awaken multiplier 2.2 -> 1.7
Added a multiplier when awakening before lategame of 1.5

Awakened empires will now declare war on the unaligned league, instead of the other way around.

- Fixed issues where the unaligned league may not declare war on the AE's
- Fixed it so that the unaligned league will only declare war on AE's involved with a War in Heaven. They have no "beef" against an Awakened Empire that has decided to "sit it out"
- Made it so that Fanatic Purifiers, Determined Exterminators, and Devouring Swarms will no longer attempt to sit out the whole War in Heaven. Instead, they will wait for the war to develop some, then take advantage of the chaos to pick off weakened targets.

Raised fleet power awakening thresholds.
Fallen Empires have a total fleet strength of about 250k on game start on Commodore
- Early game awakening threshold raised to 1/2 of this, 125k
- Mid game awakening threshold raised to 1/3 of this, about 83k

1. Fixed war in heaven chain being broken if the other FE awakened normally
2. If the empire chosen as the rival in a WiH awakens, it will no longer try to kick off another war in heaven (if a unrelated one awoke, it can still kick off a second one though)
3. If the empire chosen as the rival awakened normally, it won't mark itself as the instigator of a WiH

This sadly came at the cost of also having to modify war_in_heaven_events.txt, so now mods that edit that will conflict

Upped the "anytime" fleet strength awakening threshold from 100k to 110k. It was just a tad too easy to hit that threshold when a particularly aggressive AI empire is around.
