- Increased the threshold of fleet power again. Turns out when I did my original determination of the average, I forgot to account for the fact it takes a few days for the combat bonuses of FEs to kick in. Thus their average fleetpower was higher then I originally estimated
- Devouring swarms, fanatic purifiers, and determined exterminators will now wait longer before being willing to start wars again when War in Heaven events start. (Previously they were waiting 3 years after ancient rivals, but that is about how long it takes between ancient rivals awakening to WiH start. So now they wait 6 years)
- If it is before lategame and no awakened empire has gotten too strong, the amount of time between the first FE awakening and ancient rivals awakening has now on average increased

FEs now get a small stockpile of Planetary Diversity's strategic resources upon awakening if PD is installed.

Made it so when machine fallen empire awakens they also get the new set of resources filled up (excluding food if they woke up berserk)
No other changes to machine awakening

Increased the amount of food they get on awakening.
- Now they can spam that increase population growth decision.

Will now shrink the average amount of time to awaken if other awakened empires get too big (last update allowed them to awaken in such a case, but didn't counteract the inherent delay of awakening that FEs get if they weren't the first to awaken)

Raised the threshold to awaken in late game.

Quite sharply raised the thresholds for awakening before late game.
- It was simply too easy for a particularly aggressive empire to gather a ton of strength, wake up an FE, and doom the galaxy. I don't want every mid-game to be the time of the AEs
FE's will now also awaken if there is an already awakened empire and that empire is gathering significant strength

The penalty for awakening time prior to lategame no longer applies if either an empire is lategame strength or any fallen empire has lost one of their worlds to a normal empire.
