* Fixes an issue where the guardian of the galaxy wanted to be really sure you knew they were the ones saving the galaxy and would repeat the announcement every few years.
* A guardian of the galaxy that is already an awakened empire gets two fleets instead of one immediately. (Fallen to awake still gets the full giant fleet)

* If a Devouring Swarm, Machine Terminator, Fanatic Purifier is in a federation via scripted events, they will now gain claims from losing systems like most other empires do (just to help keep track of ownership in wars). They will still not be able to make claims manually.

* If a subject is the current leader of a federation (which can happen with certain federation and leader selection policies), and that federation becomes the unaligned league, it will no longer break other empires joining the unaligned league.
* Doubled the relative chance of a homicidal empire that has reasonable fleet strength deciding not to ask to join the unaligned league
