New enlightened monarchy reform at last tier level for monarchy, which requires having embraced enlightenment institution.
Non-Dharma users will be able to embrace the enlightened rule via decision with same requirements as in the past.

Tweaked "repopulation policies" age ability.
Changed Enlightenment age objetive "scientific revolution" requirements, from being the most advanced country at any technology type, to having 25 innovativeness.

-Fixed a trigger for ending Age of Enlightenment, in which deprecated "Absolute monarchy" was used.(Thanks to @Boristus for reporting)

-Hardened conditions for Age of Revolution beginning: great powers with "Despotic monarchy" will trigger new age if they have -2 or less stability instead of previous -1, and rulers will requiere now 1 or less points at ADM and DIP skill, instead of previous 2 or less points.

"Early imperialism" objetive was rather lame, now it requieres having provinces in at least five continents. (Including the home continent). Remember that North and South America count as different continents.

-Countdown for age end will begin now at 1766 minimum, meaning Age of Enlightenment will last until 1776 at least.
-Decision for embracing enlightened despotism now does provide 10 legitimacy
-Increased mod compatibility
