fixed modded character ban list function sometimes not detecting tainted characters

fixed mod detecting wisp effects and thinking you have the associated item in your inventory when using the modded character/challenge item ban list function

-fixed list having issues updating in rep+ due to using console commands
-fixed new additions to the ban/replace list not showing up on the bottom of the config menu if the list was recently reset
-refactoring and some small improvements to config menu

fixed menu being a bit short and cutting off the end of the block list if you had a short block list on save file 1 and a long one on save file 2/3 and loaded the game on save file 2/3

- added toggleable option for the NO! feature
- fixed the NO! function trying to check empty pedestals
- fixed mod not showing item IDs if ban/replace list is empty
- improved ability to handle the character/challenge item banning added by other mods
