Changed Accuracy CVar to include settings for all 5 accuracy levels
Renamed Accuracy CVar for Combine from "npcg_combine_perfect_accuracy" to "npcg_combine_accuracy" to reflect the new level-of-accuracy CVar
Added Accuracy CVar for Rebels
Added Accuracy CVar for Civil Protection
Added CVar for Grenade count
Added CVar for Manhack count
Removed 'Police Squad (Manhacks)' group
Added 'CP Scout Group'
Added 'Combine Scout Group'
Fixed Rebel NPCs random expression key value command
Added CVars for health overrides - this may not work correctly, I'm working on same.
Added CVar for spawner wave timers - same as abouve, I'm debugging it.
