Compatible with 1.30.* now.

Most major changes:
- New cultures expanded to more territories
- Some German dialects are not only local now: they have their own names for some surrounding areas (Allemannic, Bavarian, Low German, Low Saxon);
- All Italian cultures have their own names for most provinces in Italy, also Standard Italian is used for other regions by all of them now, not only by Tuscan;
- Serbo-Croatian (and new cultures of Bosnian and Slovene as well) expanded to Italy
