Created a new T3.5 as balance attempt for overclustured resources : Teldar, Yurantic & Orillium
(other resources could receive the same update if needed)
Added a tech T3.5 specifically for it

Renamed Optimized Facilities as Advanced
T3.5 is now Optimized

Tweaked HM (t4) accordingly, buffed and received a triple penetration bonus


all tech cost have been sightly ajusted

Polished some descriptions & fixed typing issues
