Modify AI weighting so it diverifies and doesn't do silly things with megastructures.

Namely:

Dyson Spheres, Science Nexuses, and Sentry Arrays have a reduced chance to be built in systems with existing megastructures.
Ringworlds won't be built in systems with existing megastructures.
AI will only ever build one Sentry Array.
Dyson Spheres and Ringworlds have a reduced chance to be built in systems with habitable worlds
Dyson Spheres and Ringworlds won't be built in systems with inhabited worlds.
