Added shield check to Royalty resource drop requests

Fix issues with shields not being able to draw the last power out of a network

- There's an option to autosave before skyfaller impact. This prevents accidental mistakes that ruin games.
- Added option to allow skyfallers to pass through shields. This is mainly for things you want to go through that isn't supported.
- Dubs Hygiene AC will now cool shields
- Avoid Friendly Fire support: Shielded areas are considered safe areas
