Added functionality to address events where forts are pillaged remotely, by coastal raiding / bombs / nukes.
-If remote pillaged while fort is garrisoned, nothing happens.
-If remote pillaged while not garrisoned, the fort will be pillaged and the appropriate tiles will be lost.
(appropriate tiles are those that are not adjacent to another fort or city, or within ownership range of a city owned by the fort owner

Added support for land combat units to claim unowned forts.
-If a fort isn't current on an owned tile, the first land combat unit that moves to it will claim it and its surrounding unowned tiles.

Added support for land units to refresh the claim of owned forts.
-When moving an owned unit to an owned fort, they will refresh ownership of surrounding plots of any have been lost due to pillaging. This can happen when a fort on the outermost border of a city is pillaged, and it loses claim on tiles 6 distance from that city.

Fixed a CTD occuring when building a city on an existing fort.

Fixed a bug disabling production of expansionist units in conquered cities.

Added an extensive check to ensure cities do not get to keep tiles that aren't connected to that city after one of its forts has switched ownership.

Removed the land claiming functionality from Roman Forts. Rome can still use regular forts to claim territory.

Forts in a player's possession which are nearby a city that they trade away or liberate now retain possession of tiles closer to that city.
