Look for it in subscribed missions, however is an old mission i'd be surprised if it works smoothly :)

The missions are pretty old, while they worked well at the release now they may be broken by updates and various changes in the engine. I had plans to update them but not time to do it.
For water to rise you need the Altis tide mod which you can find here

However with this mod on client and server side all Altis missions you have on the server will have high tide and most of them will be broken by it, so the mission is made to simulate the tide using thick low fog instead, you can still use the tide mod but is a hassle.
Also if you use ACE or ASRI or other mods the mission will behave unexpectedly, they were made to work in vanilla with CUP and CBA and optional with sound mods.

This is an editing level that surpasses me, so I was wondering if it has to be this way currently ?, if it is failing the scripts or if it does not have to be as it appears in the video.
Well nothing, just know if you can have a solution or you have to play as it is now.

Part 2/2
First of all I wanted to congratulate you for the work done in different missions, and bringing great content to the Arma III community.
Some time ago we decided to play missions that had a background of a common history, that would form a campaign, so we started playing the missions of "The Dawn of the New Altis Republic".
Indicate that so far with my little level of editing I have been able to correct small errors of the missions, like errors in loadouts, compatibility errors of ammunition with the weapon, etc ...; other problems I am still trying to solve them as in the mission FOOTHOLD that the AI shoot players at the beginning of it, killing several players as soon as they load the mission.
The problem is that when you get to this mission "Blood Runner" to test it, it does not develop as in the video presentation.

You need CBA, CUP Weapons enabled. Also could be one of the missions wrongfully tagged and until BIS fixes the interaction with STEAM i can't do much about it. In this case the mission could be in your mod folder.
Tho, for SP version of the mission i would suggest playing the adaptation made by Capt.Cook for SP http://steamcommunity.com/profiles/76561198155817897/myworkshopfiles/?appid=107410
