Rulership Focus Changes

Compatibility: CK2 2.8.1 (WTTG)

This is a small mod that increases the probability of character improvement events when using the Rulership focus. This should make the Rulership focus feel as effective as other focuses, without making it unbalanced.

This mod also adds an extra event and additional text for two existing events associated with the Rulership focus (English localisation text only), and adds an extra option to avoid gaining the Administrator lifestyle (similar to how lifestyle traits from other focuses can be avoided).

Disables achievements.
