Also first time I've seen both browsers claim it's being delivered over "non-secure connection".
Another way to check if this is Windows the messes with your resolution and zoom-in bug - is to put size of text back to 100%. This will make your desktop text small as hell on 4k monitor, but will insure thaat there is no software scaling is happening on Windows-side.
Go and find Starbound executable in your steam folder. You right click it and select properties. From there you select Compatability tab and click on Change high DPI settings button at the bottom area. There you check High DPI sacling override. Put a check next to Overide high DPI scaling behaving and select Application.
This should allow you to make sure that Windows does not scale your game before you scale it further with application itself. This trick works for many games by the way, especially if you are trying to run them in bordeless window and not in fullscreen and experiencing sometimes that the resolution is worng or the window is oversized despite the fact that the ingame menu shows you the correct resolution.
Weird part is I checked the config file and that also had the updated 2560x1440 resolution, but seemed to just generally default to 1280x720 and I dont know why. I tried something else, and attempted to change the resolution in the cofig file itself, then make it read only so the game wouldnt change it. But what ended up happeing is the game created a "config.tmp" file instead, which then defaulted to 1280x720 for the resolution.
Not sure what else to do lol. This is a weird issue.
