[Updated Guide] How to add and use scale controls
By Capt Fuzzy
This is a basic guide to show how to add and use scale controls on your models in SFM.

UPDATE: While the guide shows using the rootTransform to scale your model, ideally you shouldn't do this, you should instead use either the pelvis or the static_prop bone.
The reason for this is because scaling the rootTransform bone only scales the model and not it's 'hitbox', which can sometimes have adverse effects when moving the camera, causing the model to disappear at certain angles.

Use the rootTransform only if the model has no pelvis or static_prop bones.

Instructions
Expand the model's bone tree using the '+' symbol and find the rootTransform pelvis or static_prop bone or the bone that you want to scale...

Right-click the selected bone and select 'Add Scale Control to Transforms'...

A new item will appear under the bone you just selected, it will be named the same as the bone you want to scale, with '_scale' at the end...

Select the '_scale' bone and a slider will appear...

Left-click, hold and drag the slider to the right to make your model or bone bigger, left-click, hold and drag to the left to make it smaller...

If the default settings do not make your model as big as you want it, then remap the slider. To do this, simply right-click the slider and select 'Remap Slider Range'...

Change the Max value to something larger, but be aware of the decimal point...

You can only scale bones in SFM.
I can select the hand bone and it will make the whole hand bigger, or I can select a model's head and scale it bigger or smaller, but the only way that I can think of to make the chest or abdomen bigger would be to select the bone in that area and scale it, but that will make that entire area bigger, not just the model's pecs, for example...
