A simple guide which lets you play TLAD and TBOGT into vanilla IV, as if you bought them from GFWL Marketplace, making this the proper "Complete Edition" version Rockstar failed to provide to PC users.

IMPORTANT!
As of March 19th, 2020, this guide is no longer useful for Steam copies of GTA IV since the GFWL-removal update. Both TLAD and TBoGT are now included in every copy of base GTA IV. Furthermore, EFLC has beed removed from being on sale on Steam. Thus, getting EFLC files for vanilla GTA IV is no longer possible.

However, retail copies of both GTA IV and EFLC still support this method.
Introduction
Like most of you, I disliked the idea of downloading both IV and EFLC as separate games, even though Rockstar promotes it as a "Complete Edition". I don't mind a standalone version of the DLCs, but it's stupid for a supposed complete pack of the game. EFLC is essentialy GTA IV, with its original assets. The only difference is that it has only TLAD and TBOGT available.

Fortunately, by using this mod, it's possible to play TLAD and TBOGT in vanilla IV, much like if you bought them from GFWL marketplace. By using this mod you get not only more space on HDD, but also its most interesting addition: the expanded radio stations. That's right: songs that were exclusive to DLCs can be listened to during IV and vice versa! ( However, exclusive EFLC radio stations won't be available. )
Required files and the download link.
To make this work, you're needing the following stuff:

  • Grand Theft Auto IV ( obviously )

  • Grand Theft Auto: Episodes from Liberty City ( the only way to legally obtain TLAD and TBOGT )

  • Generic X Live Less ( a xlive.dll which was made for every GFWL game. It has the ability to run decrypted DLCs, which is needed for GTA IV. Since it is for every GFWL game, and not just for GTA IV, it lacks useful functions which listener's xlive.dll has, such as ASI Loader. )

  • GTA IV Tool ( a dinput8.dll which has most of listener's xlive.dll abilities, such as the beloved ASI Loader. Also useful for disabling DRM functions which punish players for using decrypted DLC, such as randomly failing a mission.

  • GFWL files ( Files that were present in GFWL versions of the DLCs, but not in the standalone EFLC versions. By using those, you convert the two DLCs into GFWL versions, which can make those be run in vanilla IV.

Remember to remove the space between the dot and mega. Steam still hates links from MEGA, sadly...
Getting started.
First, go to your IV installation folder. Make a folder called "DLC".


Inside it, create two more folders called "TLAD" and "TBOGT"



Now inside for each one, create yet another folder named "content".



Now go to your ELFC game dir. Then copy everything what's inside of TLAD and TBOGT folders into the "content" folder of the respective DLC.

If done correctly, the content folder of each DLC ought to look like this:

Final Step
Now here comes the final step: download the RAR file. Extract it. Copy everything from IV Complete Mod folder into IV game dir. If asked to overwrite, accept. Check the images below if the files are in their correct location:



Running the DLCs.


Now run the game. If you get the selection menu, and you can run the DLCs, congratulations! You have successfuly integrated TLAD and TBOGT into vanilla IV! Now you can experience the complete IV edition, such as extended radio stations with both IV and DLCs songs. Save games made in EFLC are compatible with IV, so you can resume the progress you've made so far.

The only things you can't get in IV are exclusive EFLC radio stations and multiplayer. With the former, it is possible to get the songs and put them into the custom radio station available. With the latter, as this method relies on X Live Less, you cannot get the online part to work.

Note: This method was tested on version 1.0.8.0. This ought to work on 1.0.7.0, too.

Any idea how to port the retail exclusive radio stations to the DLC version?

I recently found out you needed XLivelessAddon in order for EFLC to work with patch 1.0.7.0. Link to the download: https://uploadfiles.io/x20mqpzy So this still works with not only the retail version but the steam version too.

I was smart enough to make a backup of my GTA IV (I was on 1.0.7.0 with some mods installed) before the update was finally released but oddly enough, the selection screen doesn't show up when I do this on my backup game. I tried doing the same on my main (not the backup) by downgrading to 1.0.7.0 but it wouldn't work either. So I don't think this works for 1.0.7.0 unfortunately. :p

Here we are: March 18th. The last day of GTA IV still having both GFWL and multiplayer. Also the last day of the DLCs requiring the X Live method.

We shall see how the update will work tomorrow. What will that bring us apart from GFWL and multiplayer being removed, and having the new Social Club and R* Launcher implemented in the game? Fixes? More bugs than before?

And yet one more GFWL game I won't be able to obtain all achievements. I guess online multiplayer achievements are not my thing. Hahaha However, great guide, wish I had knows this in 2011 to 2014 when I played the game on steam (before I played a physical copy (did not support steam). I understand now, that if the GFWL key has not been used, you may activate it on steam and get the complete edition. Nice move. And finally steam achievements! So I guess I have to replay the whole game just one more time.^^

I came on to say that it sounds like Rockstar are following your guide and re-publishing the game with what you get if you followed this guide, but that would be needlessly negative. Also thanks for making the guide, TLAD soundtrack fits really well with the base game so this is something I've had on my standard non-modded setup for a while. I don't feel TBOGT soundtrack really fits (Vladivostok FM mainly), so hopefully the new update treats the DLC as modular (too much to hope for maybe).

While GFWL removal is a very pleasant thing that's coming from R*, the fact that we'll lose the multiplayer mode does suck. I guess getting something nice also require sacrifices to be made.

Still, it's very cool TLAD and TBoGT will be included in the base game. Let's also hope the new patch will fix some of the existing performance issues. I also hope the downgrade for the soundtrack will still work on the new version.

Rockstar will indeed remove GFWL, which includes multiplayer & leaderboards. The game will be upgraded to GTA IV Compete Edition.

Unfortunately, this method will soon become useless...

As you may know, GTA IV was recently temporarily suspended from being on sale on Steam, because of the damned GFWL and its lack of new keys. As seen on SteamDB, R* is preparing a new update that will finally remove GFWL and replace it with Rockstar Launcher and Social Club. Most recently, SteamDB now shows the new exe for GTA IV: PlayGTAIV.exe, which will act like PlayGTAV.exe and PlayRDR2.exe: launch R* Launcher

So that's some good news: we're finally having GTA IV without GFWL!

The bad news is.... since this method relies on X Live Less, as soon as GTA IV will have the new Social Club version, this method will become obsolete. Thus, we won't be able to play the DLCs anymore.

That is unless R* somehow decides to also add TLAD and TBoGT in the new Social Club version of GTA IV.
