Introduction:
Before I get in to this:
- This tutorial will NOT work with the Russian version of the game due to Ubisoft's alternate version for Russia.
- This tutorial is for the people whos "language" option is greyed out in steam but they still bought the world wide release (anywhere but Russia/maybe China)
- It is intended to allow you to change your audio language but allowing you to keep the text in it's original language E.g: You can read English but want to start learning German in a submerging way without obstructing your ability to play the game

By the end of this guide, you will have changed your voice pack language for Tom Clancys Rainbow Six Siege. I created this guide due to there being a lack of knowledge in the community and Ubisoft themselves about how to change the audio language. This guide is for the steam version of the game but a similar guide (It isn't in English though!) can be found for the Uplay version of the game in the last section. If you bought the game on steam and want to change your audio pack to a different language (Announcers and Operators voices) then this guide is for you.
A Quick Note:
We need to check if you can just change the languge as some people can without the rest of the guide:

1) Right clicking R6 in your steam library
2) Click on the "Language" tab
3) If the box is greyed out or you can not change it then move to step 1. If not then change your language and you are good to go.
Video version of this guide: (Written tutorial goes more in depth!)
Step 1:
Find the directory of your game for me this is:("D:\Steam\steamapps\common").
You can find the directory of your game by right clicking R6 in your steam library and clicking brows local files. We are going to be doing 2 things here: #1 Backing up the game (not vital but very helpfull.) #2 Changing the name of the R6 installation folder.

To back up your installation right click on the "Tom Clancy's Rainbow Six Siege" folder and copy it. Now, creat a new folder (It doesn't matter where it is but as long as you can find it later incase anything goes wrong) Name the folder Something Like "Tom Clancy's Rainbow Six Siege BACKUP" And paste the "Tom Clancy's Rainbow Six Siege" folder we copied earlier in to it. Now go back to your games original directory for me this is "D:\Steam\steamapps\common" and rename the "Tom Clancy's Rainbow Six Siege" folder to something along the lines of "Tom Clancy's Rainbow Six Siege NEW".
Step 2:
Now here comes the part where people get scared of. We are going to uninstall rainbow six HOWEVER! Because we changed the directory name before it will pretend like it just dosent exist after we "uninstall it" (It wont change any files dont worry)

Go on to eather Uplay or Steam and uninstall Rainbow Six Siege, this will open controll panel and u can "uninstall" it from there. Don't worry. We still have the game but it's file name is just changed that's all!
Step 3:
Ok now here comes the fun part, choosing your language you want!
Locate Rainbow Six in your steam folder and right click it. Go to Properties and then Language. You will see a drop down menu that will give you the option to install the game's language files (in our case because we already have the game installed, also this menu will be greyed out if you are not following this tutorial.) Select your desired language (Japanese in my case) and close down the Properties window.

Now go back to the "Tom Clancy's Rainbow Six Siege NEW" folder we renamed earlier in steamapps\common and change the name back to "Tom Clancy's Rainbow Six Siege"
Step 4:
Go to your steam library once again and on Rainbow Six Siege click install, select the directory that the game is already installed into in my case once again it is ("D:\Steam\steamapps\common"). Steam will automatically find all the R6 files there including your original audio language files. When it is done scanning for files it will install the new language files, Steam will download the new language audio files aswell. The download should be around 1GB in file size. (You will still have access to your original languages audio in game as well as the new language you are have installed)
Step 5:
When it is finished installing the files launch siege and in the option menu under game audio you should find you have your old language and new language to choose from (In my case I have the option for English and Japanese now!) Changing your in-game audio language will NOT affect the text language there is an option for that already integrated. And there you have it! Enjoy your game audio in a different language!
Conclusion:
Until Ubisoft fix this issue with the game this guide is what you will have to follow to get the game audio to work in a different language. Please leave a comment/rate or leave suggestions to improve this guide so it makes it easier for people to follow. Thank you and have a wonderfull day!
