Encephalectomy

Description
A simple mod adding one new pill to the game, Encephalectomy.

Encephalectomy, true to its namesake, pops the brain right out, giving the player a Bob's Brain collectible each time it's taken. The process is painful, however, leaving Isaac at one red heart of health.

This mod is a precursor to my in-development pill pack, Mom's Medicine Chest. This pill didn't make the cut for that pack because it was seen by testers as having too strong of downside, but I love it personally so I'm releasing it as a standalone while I work on the rest. Stay tuned for Mom's Medicine Chest, planned to have 10 exciting and useful new pills at launch!

@that ivy guy, while the effect is similar, Hematemesis immeditely gives you back some health, to the point that its "role" is essentially healing from low health - this is more risky, but more long-term rewarding in that it grants an item but forces you to stay, at least temporarily, at that low health - with the added risk of blowing yourself up to boot

@CaptN LVII ( ^ω^ ), it does, yes. Bob's Brain is a contentious item that some really like and some really dislike, and past having a few of them doesn't really stack too well with itself. However, I agree that Placebo stacking to the usefull maximum is strong. Maybe changing the side effect to either Health Down or removing red hearts as well as spirit/black hearts could mitigate this by increasing cost, but I worry that that would make the pill more bad than good - it is intended to be a desirable effect

@that ivy guy Let Isaac at a half a red heart instead ?

Does this give a permanent Bob's brain each time it's used ? If yes it's OP with Placebo.

Leaving Isaac at one red heart makes it essentially an "upgraded" Hematemesis. Maybe the side effect could be changed?
