The settlement is protected by a fence perimeter, and the Watchmen are vigilant to protect against the mutant and the scum that may float up from the underhive. It's the perfect mark for your gang to muscle in on. Protection rackets, free lodging and water. Young punks to recruit. Any gang worth its salt has a settlement.
